Episode 17 of Shenzhou Dadi (The Land of China): "Yuan Shikai — From the Second Revolution to the Dissolution of the KMT."
On July 12, 1913, at Hukou, Jiangxi, Military Governor Li Liejun read a proclamation against Yuan Shikai and declared Jiangxi independent — the first shot of the "Second Revolution." A month earlier, in June 1913, Yuan dismissed Li as governor of Jiangxi, phrased as "rectifying local administration." One dismissal triggered a province's secession; a polite phrase lit a civil war.
Four boxes decide whether this was "Yuan deliberately picking a fight." Motive: a central government that governed — in April 1913 the Reorganization Loan was signed, and in May Li joined Hu Hanmin and Bai Wenwei in a public telegram opposing it. Power: dismissing a governor was a presidential prerogative under the Provisional Constitution; paperwork, not a blade. Timing: when the June order came, war had not started; Hu Hanmin and Bai Wenwei were also dismissed that month. Payoff: he bet removing the toughest would scatter the South. In three of four boxes he stands; the fourth collapses because Li refused, withdrew to Hukou, and fired the shot. Every central government must reclaim local military and fiscal power; he tried, Li would not yield. (Logical analysis, not historical record.)
The proclamation, by assemblyman Yang Gengsheng, was short: "Yuan seized power and made himself emperor; he extinguished humanity and assassinated the founding hero; he treated the Constitution as worthless and borrowed huge sums without mandate…" The deadliest phrase — "treated the Constitution as worthless." That day Li made three pledges: execute Yuan; consolidate the republic; protect Chinese and foreign residents — war first about one man, not a system.
After the dismissal Li went to Shanghai to see Sun Yat-sen, who gave him his direction in person, then rose at Hukou. But the KMT had split: Sun wanted war, Huang Xing preferred law and parliament, Li backed Sun and raised the banner first. The party split before the war began.
The war lasted two months. Beiyang troops pressed from two fronts; Huang Xing held Nanjing until September; Jiangxi fell in a month; Guangdong changed flag in three weeks; Hunan and Fujian declared then withdrew. Seven banners, none held two months. Huang Xing, Li Liejun, and Sun fled or went into exile.
Having won, Yuan found governing hard. The Provisional Constitution prescribed a responsible cabinet; the KMT still held a majority. He wanted a £25 million Reorganization Loan and parliament refused; his cabinet list was rejected repeatedly; three premiers turned over in 1912–1913.
The binding articles: Article 34 — the president appoints officials, but state councillors and ambassadors need Senate consent. Article 45 — councillors must countersign the president's bills, laws, orders. "Must countersign" is the blade: an order without a councillor's signature carries no force. Yuan took office March 10, 1912; the Constitution was promulgated March 11.
On November 4, 1913, he stripped 438 KMT parliamentarians of their seats for colluding with "rebels" — parliament lost quorum and was paralyzed. The blade: "All KMT parliamentarians shall have their certificates and badges confiscated." It did not say "dissolve parliament" — it said "confiscate certificates." The people were gone; the body remained.
Sun's "forceful solution" cost three prices: the KMT lost its foundation — seats canceled, newspapers shut, offices raided; Sun went into exile in Tokyo and the party split; Yuan seized the banner of "pacifying rebellion," making every power grab legitimate by name.
On October 10, 1913, Yuan was inaugurated President, swearing to "strictly observe the Constitution." Within a year he tore it up. The next episode continues.
